Dear both are same but in rare case it may be different on the resposibility of job e.g high experience person may be award more responsibilty than fresh by the competent authority

Could you please tell me what page of ESTACODE you were referring to? It's a huge document and i have trouble locating the section that can give us the pertinent details.

This is the Departmental permission certificate for persons in government service. It is required by the FPSC when you apply through proper channel.

Through proper channel means when u want to apply for any government post while u r already serving in other govt deptt, you have to apply for that post through your department. In the case of FPSC, if u want to apply you will have to submit the DPC signed by the concerned competent authority of your department where u r serving.
