Default Stammering/Disability

In CSS rules, Does a candidate having stammering problem, considered as disable? and isn't he allowed to make DMG, OMG, PSP his preferences?

No. He will be taken as normal candidate if stammering does not stop him to convey his viewpoint, even with a little delay.
