Yes, he should submit DPC and his service would be counted towards calculation of Pension as well as for Pay Protection.

An Issue
 
The problem with candidates who are employees of Autonomous & Semi autonomous bodies/departments like myself is that the DPC contains a clause with the undertaking, that the employing organisation is not an autonomous or semi autonomous one.
Faced with this dilemma I called the FPSC regional office, pointing out that despite being an officer of the provincial govt. on contract, neither could I sign the DPC myself nor could I get it signed by my superiors due to the aforementioned clause. Additionally the table on the main admission/registration form for CSS exam doesn't contain a column for autonomous bodies. The response I received was to leave out the DPC, since I'm not eligible for the age relaxation and fill out the table on the main form by mentioning "Autonomous" in one of the columns myself.
I followed this advice & submitted the form, which allowed me to take the CE 2014. However the final confirmation of my candidature as mentioned on the roll number slip remains to be made, like everyone else. The FPSC should however rectify such discrepancies in their admission form.

The question now is, whether there is a better solution to this problem? I may adopt that one while registering for the exam next year.

Moving from Grade 17 to 18 in most of the cases requires minimum 5 years prior experience of Grade 17. To prove that experience, you have to submit the Departmental Permission Certificate in any case. If your department doesn't issue you an NOC / DPC, you may not have another choice. But as per ESTACODE, an employee can get "One NOC" per year for applying in another department. So you may want to get opinion from some legal experts in this regard, that may be available on this forum too, whether you can adopt some legal course of action (through FST or Federal Ombudsman) for getting an NOC.

Otherwise if you don't get an NOC, you won't be eligible for any type of selection from Grade 17 to Grade 18.

Two years age relaxation for those who have two years continuous service is revised? Or it was present already? Please answer this question.

Furthermore, please inform how to calculate the claim of age relaxation.

It is already available. If one has two years or more continuous government service, then one is allowed two years relaxation in CSS upto 30 and in general recruitment as many years as one is having total continuous service upto 10 years. To claim that one needs to mention the service when applying and then furnish DPC from one's department. Valid DPC issued by competent authority showing total service is the proof.

As per my knowledge, the departmental permission certificate is to be sent to FPSC directly by our department. Why is it then mentioned on the checklist? Can somebody please clarify?

Person having government job ask department to send DPC for him/her to FPSC, its duty of departmemt to send DPC directly to fpsc. In checklist its mentioned and you have to tick it as well which means that you have requested your department for DPC and they will send it to fpsc. So tick mark that column and if want then also write in short with pen "will be sent by dpartment"

I applied for 2 posts through proper channel after getting NOC for both. I selected for the first one and relieved from my department. Later-on I was selected for the 2nd post in higher scale, for which I got NOC from previous department at the time of applying. Now what should I do as I want to join the 2nd post and the Department is hesitant and asking for providing rules regarding this. What should I do? What is the value of NOC that I got from previous department while applying?
