Default Help....degree - deadline date question

I am confused regarding the css degree qualification cut off date. Here is what the rules say on css website.....

5. (i) A candidate must hold at least a Bachelor degree in any faculty of one of the Pakistani Universities or an equivalent degree or comparable educational qualifications of a foreign University. (The candidate must have acquired the requisite qualification, on or before 1st July.

So accordingly if I am sitting for the 2014 examinations do I need to have my degree acquired on or before July 2013 which is just a few months away or is it July 2014? the year of the examination.

An answer will be greatly appreciated....thanks

You must have attained a bachelors degree before 31st December 2013 if you want to appear in CSS 2014.
