Start from today. Start with English first. Read grammar books. Practice and polish your writing skills. Develop your interest to read newspapers, magazines, journals etc for national and international affairs.

And yes there is an speculated very test____ the screening test. No one is sure about it's conducting or not until FPSC announces, so relax.

I do read Urdu Newspaper`s like Jang, Express etc and rarely Dawn News. What Grammar Books do you suggest for reading.

W.salam
It as same as my case, i am also an engineering student and IN SHA ALLAH G i will appear in css 2016,Now comes to your question about preparation; you should take start from basic english like; senteces, active passives, direct indirect etc read daily news paper both english and urdu but bear in mind your engineering must be your priorty because you could appear in Css only if you have 14 year education(in your case engineering degree).
simply, just make your english perfect and get general knowldge as you can.

WREN and martin's grammar book and Exploring the world of english by SAYYED SADDAT ALI SHAH. latter one is little tough first get the concepts from the former and then start EXPLORING THE WORLD.
