Default Masters AFTER giving the CSS Exam?

Can somebody please inform me if it is advisable to go abroad for my masters AFTER I give the CSS exam? The wait period for the result and interview is almost a year and I dont want to waste all that time. Can someone please help me out? Will be much obliged.
