After completion of all phases of exam. FPSC generate a merit list on the basis of obtained marks. CSS exam doesn't guarantee your allocation. Allocation is another thing, it depends upon allocated seats for your province/area.

Allocation is subjected to Quota System and hence there are limited seats available to every specific province and when number of candidates passed outstrips the number of seats available, remaining candidates are not allocated.

Other scenario is when someone fails in interview.

Is Allocation is after training or before ?
I saw the list of successful candidates (allocated as well) which was if I remember somewhere of april mid 2015 which was as I understand after training, is it a thing?
One thing more, if someone has not allocated what will be the future of that person as a CSS passed candidate ? i mean is there is a case that he will be allocated in coming years or what ?

Allocation is carried out before training. Only allocated candidates undergo training.

That list is of CE-14.

Those who are not allocated finally join the failed ones, with the obvious difference of passing CSS. They will not be adjusted in any future exams.

It means allocation is in the hands of interviewers and secondly depends on the number of seats in your province...that's sad !
