Default Formatting on answer books

So i am reading this in the instructions a lot that "NO PAGE/SPACE BE LEFT BLANK BETWEEN THE ANSWERS"

How do we have to go about this? Like when attempting a new question, Do i start the next question from the very next line or leave a few spaces and cross out the space and then do it.
