Kpk quota
AoA all.
Kpk quota is 11.5% for css. How much marks do I need to get a seat in FSP? What does it mean for FSP as a first preference? What is the trend of FSP in Kpk? (for Kpk domicile obviously) Can somebody please answer. For example, they say Punjab quota is 50%, this means there is very tough competition. You have to come in top 30 on merit to get PSP or PAS. Becuase majority of people give preference to these groups. In the same way, can somebody clearly explain this in simple words reagarding FSP for Kpk. It would be of great help. Thank you |

I think there may be others on the forum more qualified than me to speak about this subject but a quota will operate in the following manner in general (a hypothetical example is provided below): Lets say 100 people took the CSS (written + interview + psychological + medical) and there are two regions: Punjab and KP (for simplicity). Also assume the quota is 10% Merit, 80% Punjab, and 10% KP. Lets also suppose there are only 20 vacancies (10 FSP and 10 PAS). This means that 2 seats are merit seats, 16 seats are Punjab, and 2 seats are KP. Of the 100 people that appeared, whoever came first and second will get the seats they desire (lets assume everybody ranks FSP above PAS). So now we only have 8 FSP seats left and 10 PAS seats left. Now lets assume that the next 20 positions (3rd - 22nd) all went to people from Punjab. In this case, only positions (3rd - 18th) will get allotted seats with the first 8 getting FSP and the next 8 getting PAS. Unfortunately, for those from Punjab who ranked 19th-22nd they would not get alloted to their desired department because the quota is up. So now even if the next 68 positions are filled by aspirants from KP, only 2 will (positions 23rd and 24th) fill the remaining vacancies and they will get PAS by default since no FSP seats remain. Of course, this is a simple example and I imagine FPSC also has quotas that are department specific. I.e, 1 FSP seat and 1 PAS seat from above would be reserved for KP. So one person from KP would end up getting an FSP seat as well. In this case, your allotment to a specific cadre is highly contingent on how the overall performance from each region was that year and how many vacancies there are. Quotas are designed to ensure representation of underrepresented groups in any organization. They could become controversial if the minority group with the smaller quota ends up performing better than the rest of the population on average. That being said, in Pakistan's case, Punjab usually performs better and so the quota essentially helps residents of KP, Balochistan, and rural Sindh (I am not sure about urban Sindh). This is how a quota would operate (I cannot say for sure if this is the way it would work for the CSS of course because there could be any number of variations to the procedures above). As a general rule of thumb (and given most aspirants preferences of PAS > PSP > FSP), if you are in the top 9-10 of KP you stand a good chance of getting FSP. But sometimes luck can be incredible and you never know how people's preferences and general ranking works out. Therefore do not focus on your chances, just give it your best shot, and pray to Allah that everything works out. Hope that made sense. Good Luck! Best, Qasim |
