Exclamation CGPA conversion issue

I have done my Engineering from China and Now I am preparing for CSS. Today while filling the form I faced some problem regarding CGPA section in form. In China they have 5cgpa scale on which 1CGPA=60%, 2CGPA=70%, 3CGPA=80%, 4CGPA=90%, 5CGPA=100%.
I got 2CGPA which is equal to 70% and it is mentioned on my transcript. However in Pakistan 2CGPA out of 4CGPA means 52.8% and 2CGPA on scale of 5CGPA means 40%. My obtained cgpa is 2.0/5.0 as per chinese standards and it is equivalent to 70% as written on my transcript.What should i right on my form? if i right 2CGPA will fpsc will look into my transcript to see my percentage which is 70% as i am a foreign graduate and different countries have different cgpa system. I have HEC equivalence as well but cgpa is not written on that equivalence certificate. When i applied for Pak Navy they said we have no concern with your cgpa tell us your percentage but here on css form there is no place for percentage. what should i write in form? What is the criteria for fpsc cgpa conversion for foreign graduates?Kindly bale me out
