High Commissioner is a term used for Ambassadors in commonwealth countries and countries that were once occupied by Britain.

Where as Federal minister is minister for central government of the country and state minister is a sort of junior minister that assists federal minister.

State ministers don't have many authorities and powers.

Lightbulb Feel the difference

DIFFERENCE BETWEEN AMBASSADOR AND HIGH COMMISSIONER
Well Mr.Naeem , According to my information the functions these two individuals perform are the same. There is no difference. I understand that both are of the same rank. There is only one ambassador from one country to another; where he sits is his 'embassy' in host country's capital.
He has many 'consulates' in important cities of the host country, each manning a 'consulate'.
Between a pair of (formerly 'British') 'Commonwealth' countries, Ambassador and consul are replaced by (designated as) 'High Commissioner' and 'Deputy High Commissioner'.
DIFFERENCE BETWEE FEDERAL AND STATE MINISTER

The Federal ministers are representing entire nation with responsibilities to govern on behalf of his government about his department. State ministers are to look after state affairs under the federal ministers. unless mentioned independent charge, state ministers are under federal ministers. They will be assisting the federal ministers.
Technically Minister of State(except those holding independent charge) reports to the federal Minister of his department. He is a second rung leader in the departments hierarchy after the federal Minster.

Thanks Mr. Asif. I concluded that the job nature of the State Minister is the same as that of the Federal Minister. State Minister can also be called Assistant Minister.

If there is any complex government system in the world, perhaps it is in Pakistan
