I have been told that the age relaxation extended to 30years is only for new comers. Like I have already given my first attempt in 2014 and I will be 29 in 2018, so I wont be able to attempt in coming exams. Is it right?

By CE-19's cut-off (31st Dec 2018) you ill be [B]29 years 0 months 1 days[/B] old and it will be your last chance without claiming age relaxation.

So you have CE-18 and CE-19 at your disposal.

No it was proposed but has not been implemented yet. So its still 14 years of education.
