One cannot change one's date of birth. However, if someone is government employ he/she gets 3 years extension.

12-A. Alteration in the date of birth.–The date of birth once recorded
at the time of joining government service shall be final and thereafter no
alteration in the date of birth of a civil servant shall be permissible].

And what is if some wants to join private sector after government job or want to pursue a job abroad, can then he change his DOB? Or they will also consider the age from you government service record?

Govt has very strict rules regarding change in DoB. However, i think there is no need of changing DoB in private sectors. Foreign countries analyze your documents thoroughly and if found any tempering or irregularity then you may be blacklisted for Visa etc. However, if you can get your DoB changed from Board then NADRA will entertain your request for change of DoB in CNIC but this will work within specified time limit i.e. i think within 02 years of matric result.

If one is not a govt. servant then Secondary School Certificate i.e. Matric Certificate is the basic document here for obtaining CNIC. If you have solid reason then you can file an application in Board office for change of DoB ... if you managed to change your DoB from Board office then NADRA will also consider your request. OR you can get birth certificiate from NADRA which can also be a ground for changing DoB.

Once you appeared in FPSC and claimed/entered age then you can't change them, see the following rule of CSS Competitive Exam:-
(v) Once a date of birth has been claimed by a candidate and accepted by the Commission for the purpose of admission to an examination, no change will be allowed at a subsequent examination or selection.
