Default 2012 revision of dmg/pas rotation policy

Reffering to the 2012 revised policy of dmg/pas rotation posted on establishment website in which 3 years posting in balochistan province has been made mandatory for all officers, can anyone kindly elaborate on the revised policy as to wether it will include the ctp/stp duration or not.

Also, is it mandatory for every officer to spend 3 years in balochistan?

3 years mandatory service in Baluchistan excluding CTP and STP.
First 3-4 years will also be spent out of province of domicile.

Basically alot of ragraa on very low salary.
