Moreover, Chief secretary Sindh Mr.Fazl-ur-Rehman was appointed not becasue of being from PA&AS but due to his political links. |

Mr. Baloch, Rizwan and all of us have worked hard to get into Civil services and I can bet we all want our country to prosper...No doubt there would be .01 % beaurocrats who are 100% non-corrupt- but still, the other corrupt ones are the ones who are making wheel of this country move. Since its creation Pakistan's machinery has been run by beaurcrats other wise politicians to Pakistan ko baich detay!! at such hard times that our country is facing we all need to respect each other, be it pakistani's abroad or CSPs' or anyone , I do respect your feelings but brother-plz dont be personal and disgraceful to my fellow CSP, u should understand that you are not disgracing Mr. Balouch but all the CSPs of Pakistan!!!

The debate went from APUG to irrelevent and un important issues.The purpose here was to present true and realistic composition of APUG not to compare different groups and services because this is something tricky and because every arm is unique.Nevertheless I thank Sir Nauman and Rizvan. @Spiderman.SG is different and true its too early.

Promotions upto grade 19 are dealt with and finalized by the parent department of each occupational group.
PSP, OMG & DMG by Estab. Div. Customs & IT by FBR PA&AS by Dept of Auditor General Info Grp by min of info C&T by min of commerce etc Promotions to 20,21 and 22 of all occupational groups' officers are dealt with by Estab Div. In grade 21 seats in the secretariat, 70% seats are reserved for APUG and 30% seats are given to other groups. |

Sorry for overstepping Sir Nauman.I cannot have and do not have his acumen in service matters.But being a avid student of administration and ESTACODE.it is explicity written that minimum service in grade 17 should be 5 years inclusive of training and this does not means automatic promotion.Promotion to next grade is subject to the availability of vacancy and completion of ACRs (now PERs) and the completion of mandatory service.Furthermore a notification was also issued regarding the temporary charge.Let me elaborate.A person in 18 holding a charge of 19 cannot claim that for promotion in 20 after certain years his or her temporary service in 19 during 18 be considered.

5 years service is necessary for promotion to grade 18. Howver, in FMG, PSP, Accounts etc., acting charge promotion is made to grade 18 without completion of 5 years of service, subject to vacant posts.
On completion of 5 years, the promotion is automatically regularized. Sinilary, acting charge promotion can be made to grade 19 too, and is made for FSP, DMG, PSP , PA&AS etc. Simply, regular promotion cannot be made before stipulated time. |
