Shoulder promotion is the name given in police parlance to the recognised practice of promoting a police officer to the next rank by his superior officer.
In normal practice, a board is constituted and it meets to decide which officers are to be promoted and then gives the required orders. However, as there may be a delay in the constitution or meeting of this board, police officers are allowed to promote those working immediately under them when there are vacancies to be filled – provided that the officers being promoted have the required experience. There are also other conditions which must be fulfilled before these shoulder promotions. But Pakistan being Pakistan, most of these conditions are ignored or flouted and shoulder promotions have become the norm instead of being carried out under extraordinary circumstances.

That is not a promotion, that is an officer of junior rank holding an office which is to be held by a senior rank officer; e.g. an SI holding the office of SHO, or a DSP holding the office of DPO.. Promotion means elevating the rank of an officer, e.g. an ASI promoted to the rank of SI. If such promotion is sanctioned by the order of a senior officer only and not coupled with formal promotion board proceedings, it is called "shoulder promotion".
guess for yourself how would SC decision affect the practice, senior officers wont be able to promote their favourite juniors at their whims
