i ll start with :

For its inability to react in time to the world events involving Muslim nations and Muslims, it is sometimes satirically called "Oh! I See". This refers to the organization's passive reactions to recently some major events regarding Muslim countries; two of these events are invasion of Afghanistan and Iraq.

u dun need to mention that.
just mention the facts and figures and why has oic proved to be a dysfunctional organisation.wot important measures wud u suggest for rekindling the solitary forum of Muslim Ummah.
just work on this topic.u won't hv so much time in attempting this question.there r so many things that pop into mind but we hv to be objective and relevant to what is being asked and in which specific area does the examiner want to test our waters.

I think ,you have to start topic from the scratch. By writing historical background ,its failures and the logical reasons which resulted into its failure. finally , the solutions written on your part will fetch you good marks.
