Well I will only enlighten you about the importance of the said document for a CSS aspirant. See ! This is a very important official document which contains an over view of economic progress over the year. It has facts and figures regarding our economic spendings as what amount or percentage of budget was spent on some important sector i.e education , health , defense etc. It also reveals what has been the GDP growth ratio. What was the projected growth rate and what was achieved. What was the idea about controlling inflation to a particular point and to what extent it was achieved. What has been the share of agriculture , industory , services in GDP and what is the tax to GDP ratio. Now when is abreast with all these facts and figures , one is equipped with authentic data ( authentic in the sense that it can be quoted in any exam and would be considered authentic data) to quote in papers. For example if one has to write about the role of agriculture in the economic uplift of Pakistan. ( This question is sometimes asked in Pakistan Affairs paper). While answering one may give reference of economic survey of Pakistan that according to ESP 2012-13 agriculture made progress at the ratio of ....while the protected ratio was.... In this way you can prove that agricultural progress was positive or not. Then you have to pen down the causes of that positivity or negativity. So , in short economic survey provide us with authentic data.

However , it is a big documents and may consist of hundreds of pages and reading that is not an easy task. But , when economic survey is made public in July , many newspapers and websites publish synopsis of that survey consisting of a few pages. That is what is needed to be read and followed.
Regards.
