Contextualizing 1944 Chicago Convention on International Civil Aviation: and Pakistan's case.....
This convention explicitly states in Article I: “Every state has complete and exclusive Sovereignty over the Airspace, territory (boundary/ies and above its territory.” I find it remarkable, mind blowing, indeed, when the Prime Minister of Pakistan makes a dramatic declaration concerning violation of Pakistan’s Sovereignty by United States of America; well and good; what steps have been taken by the successive governments as counter-narrative or counterproductive to the naked aggression by interventionist and Fascist regimes? What is Sovereignty? In 21st century, this concept has been extracted from Security Studies, where-in the territorial integrity of a State is worth adoring in international system. In fact, the Realists consider Sovereignty as State’s ability to make authoritative decisions. Few instances of United States egregious strikes and operations outside of traditional battle fields; Authorization of Drone strikes merely as a signature on certain targets outside the traditional battlefield, likewise; In 2004 targeting Naik Muhammad Wazir in Waziristan by Drone attack…..and up to now hundreds of Drone attacks which resulted to civilian casualties… Raymond Davis episode…..In the Heart of Pakistan; i.e. Lahore Salala check post brutality….martyrdom of Army personnel Usama Bin Laden raid at Abbottabad….. And the latest….Drone attack in Balochistan….. Unequivocally, the brutes of the crisis are in the mindset of Obama and his advisers. Bush administration eulogized the non-traditional operations as “Covert Operations” while Obama administration morphed such operations under the guise of “Af-Pak policy” put forwarded by Richard Halbrook assisted by John Brenan in 2009: according to this policy United States considers and treats Afghanistan and Pakistan as a single Unit, meaning thereby that operations as and when needed would be carried out on both sides of Durand line without the permission of both governments. To the great dismay of front line ally of War on Terror, but unfortunately, Pakistan couldn’t neutralize this policy and the miserable circumstances are in the developmental stage…. We are champions at rhetoric….the political and military juntas discharge their obligations just after having issued a statement of condemnation. All along, we can’t get the best out of changing scenario. Forget, who was targeted, but remember “State’s failure”. In such miserable state of affairs, I always recap the hearting words of Vladimir Putin at the instance of Crimean episode, “True Sovereignty for Russia Is Absolutely Necessary for Survival; You Can Do a Lot More with Weapons and Politeness Than Just Politeness.” Regards
