Question

your outline is good but for essay paper not for current affairs. As the info which ur outline will require will take not the time of a 20 marks question but rather double or triple of this,as you will have not to put only outline on the answer sheet but some "examiner convincing" information. obviously, as ur outline require more time to attempt thoroughly, so it may in effect abridge/shorten/abbreviate/lessen/boil down/compress/condense the time of the next question/answer , & quality of answer as well. So be fair & in correspondence/coherence/equity/comparablity/equity/equivalence/harmony/melody to the gauge & criteria of the question,keeping in mind time factor, specified marks for the question & quality of answer. ( Let the answer fix the question).

Its not about the length of the outline its about how do you provide maximum information in minimum time You have to give an impression that you are well aware of the topic. Detailed outlines help the examiners too, to know your point of view briefly. plus a CSS aspirant must have the guts to write briefly. I wrote this outline randomly , its not specifically for CA or Essay.

In introduction part tell briefly about the nuclear issue and recent sanctions on Iran.

Tell the reasons like the nuclear plants in iran, iran is signatory of Npt , US and Israel's stakes and regional stability

provide the brief history of sanctions.you can just mention the dates and main sanctions like jamming of bank accounts and trade cuts

How west perceives the iranian nuclear program. why they are afraid of it? or what is their point of view. Describe it in one or two paragraphs .

What's iran point of view? (they are denying the making of a bomb)

Tell the IAEA's reservations . mention few reports like recent report on iran in august 2012.

describe the impacts. describe every point in one paragraph

media is playing a bias role and exaggerating the situation.

In measures you can tell discuss on the need to find a middle ground and role of other international powers to stabilise the situation . here you can suggest to solve the problem via negotiations.

Conclusion in one paragraph.


(I haven't compelled you to write the same outline in the paper and sometimes criticism for the sake of criticism is not productive. Best of luck )

UN sanctions
EU sanctions
US sanctions
anti-iran sanctions bar nuclear missiles, certain military export to iran, investment in oil gas & petrochemicals,& export of refined petroleum products. Sanction make it harder for iran to acquire essential materials & equipments needed for the nuclear program.

PURPOSE & IMPACT

purpose:
* to persuade iranian rulers to.abandon nuclear program , which the west fears could enable iran to build a nuclear weapon.Which is considered threat to world peace.
* to target ordinary by creating hardships for them.

* impacts- include a number of challenges like u.emplymnt. ,poverty, inflation, lesser oil export, shrinked iranian economy. & so on, due to depreciation of iranian currency & abolition of subsidies scheme.
* ordinary ppl face economic uncertainties & are paying more for essentials.

iranian response

- retaliatory (crushing) response has been promised if their nuclear sites are attacked.
- aid to syrian president to crush rgm's oppenent(an unconformity)
-currency monitoring & increased intrst rates on saving accounts.

asian response

- china oppose us sanction & continues to import iranian oil.
- india in tension
- pakistan has not accepted any pressure.
- japan & south korea are concerned but also can not oppose sanctions

conclusion

unresolved disputes may lead iran to build nuclear weapon & chalk a new annal & force world community to accept this reality.
