Default Failure Reason?
Is it true that if you fail precis then you fail the whole paper and it doesn't matter if you have done really well in the other sections?

There is no such thing as "fail the precis". It is just another question in the exam. The rest of the paper is 80 marks. What's the point of the rest of the paper if FPSC is failing people on the basis of 20 marks alone?

I know FPSC does crazy stuff but people need to really differentiate between a bad policy and a stupid one. Whoever told you this, you should ask him for proof. A thing like 'failing a precis' does not exist in CSS rules.
