Default is there any problem ?
is there any problem in the structure of the following sentence ? Had Kalabagh dam been built immediately after its feasiability report had been approved Pakistan would have not been facing water crisis.

You have picked the sense of the structure very well. But there were slight errors which I have underlined.

Had Kalabagh dam been built immediately after its feasibility report had been approved , Pakistan would not have been facing the water crisis.
