This is a past perfect conditional sentence. As far as the structure of this conditional sentence is concerned, this sentence is correct. But the placement of the adverb,far,is not correct.

The use of the word "lessened" here is incorrect. "Reduced" seems like a better alternative with a few changes, of course.


If there had been an effective disaster management authority in place, the damage would have been far less. (You don't have to use the word "lessened" here at all).

If you want to give the impression that the damage could have been a lot less in comparison, here is what I suggest you do:

If there had been an effective disaster management authority in place, the damage could have been drastically reduced.

Brothers, I am not sure but I feel that here there is no need to use "if". Instead I would go for this sentence as:

Had there been an effective disaster management authority, the damages would have far been reduced/lessened.

Seniors please comment.

I think conditional sentence either staring with had or if is correct.

"If there had been" and "had there been" are synonymous and they're both correct.

However, when you use the "if/had there been" phrase in a sentence, you can't use "would have been reduced/lessened" because that would make the sentence grammatically incorrect. Reduced and lessened compared to what?

So the correct way of saying that is by replacing "would" with "could" or by replacing "reduced/lessened" with "far less".

it should be DAMAGE,,, not DAMAGES...
