THE State Bank of Pakistan`s annual review of the state of the economy during the last fiscal year underscores the same risks and solutions as highlighted in the SBP`s previous reports and monetary policy statements. Given the fact that no fundamental policy changes have been made over the last several years to implement the much-needed fiscal, governance and power sector reforms to `lift economic growth`, the review was not expected to be any different. It more or less sums up the performance of the economy, though not as comprehensively as many would have liked, without being too harsh on the governmenT It does leave us guessing about issues such as plans to apply for a new IMF loan to ward off another balance-of-payments crisis.It also does not have a clear-cut position on commercial banks still being hesitant to lend money to private businesses to lift investment and growth. Perhaps, the SBP doesn`t want to spread panic in the market and bring the weakening exchange rate under further pressure. What it does tell us is that the government will again miss almost all its budget targets although the economy will grow at the same rate (3.7 per cent) during the current fiscal at which it had expanded last year. The fiscal deficit will not be as large as it was last year(8.5 per cent of GDP). However, it will be large enough (six to seven per cent) to force the government to continue to soak up most credit from the banking sector at the expense of private investment and growth. Though the warning of the fiscal deficit pushing the country into a debt trap is a little premature, the deficit remains a major factor in blocking early recovery. Inflationary pressures persist in spite of declining prices over the last several months. The current account deficit will be below one per cent of GDP. Nevertheless, its financing will be a problem unless the government successfully sells 3G telecom licences and receives the remaining PTCL privatisation proceeds from Etisalat. Indeed, the solutions to our persisting economic troubles lie in initiating fiscal and governance reforms, restructuring public-sector entities and investing in economic and social infrastructure as suggested by the bank time and again. With the incumbent government completing its term in power in the next few weeks, it is impractical to expect it to implement the required reforms that it failed to carry out in the last five years because of political problems and deteriorating security conditions. But the next government coming into power after the elections will not have the leeway to delay them. Dear Asima Khan...
I have been through your precis. I appreciate your effort to venture into this arduous task. First of all i would want to comment on your English. Its pretty weak as i guess from the English you used. No matter, it will improve with practice, so please carry on. As regard precis, it is some thing requires deep reading, reding and reading. And once you grasp its idea, you have to express it clearly in shortest possible text, but remember not to skip important points. Now come to the text which you have chosen from Dawn newspaper. There are few main points in this text as below. 1. Annual economic review is almost the same as previous one. 2. Few basic reforms need to be done. 3. It is difficult that present government will do these reforms if they could not do it in last five years. 4. Next Government will give it priority. You have missed these important points.So please read the text again with these points in mind and reproduce it. Hope it will improve much. Just keep on. Because practice makes a man perfect.

THE energy crisis has almost paralysed normal life in different parts of the country in general and in Khyber Pakhtunkhwa in particular.
Loadshedding of power and gas seems to be an unending problem which has added to the miseries ... of the citizens. The energy crisis has led to the closure of industrial unitsin all cities and caused severe unemployment in all provinces. As a result the country`s economy is [failing]fast. ... The government has time and again promised to take drastic steps to overcome the energy crisis but [little has] materialised. . The Khyber Pakhtunkhwa government has also announced spending a huge amount (Rs110 billion) on the installation of new power generation plants to overcome ... excessive loadshedding ... in the province. Chief Minister Amir Haider Khan Hoti is of the opinion that the Awami National Party had Rs6bn approved from the centre ... in 1991 as net hydel power royalty but ... succes-sive governments did not follow up ... to increase the amount. No doubt, terrorism has plagued the entire system. .. But the energy crisis is also one of the major issues which cannot be overcome overnight. ... Loadshedding of power and gas has reached unbearable levels. ...Usually, January and February happen to be very harsh due to ... cold [weather] in many parts of the coun-try. On the other hand the loadshedding of natural gas has added to the public`s woes. [People] are unable to cook food and are compelled to send their children to school without breakfast. Similarly, life has become very tough in hospitals, offices, workshops, bazaars and other workplaces. In the prevailing situation it is the duty of the government to devise an effective strategy to overcome the energy crisis. PRECIS ENERGY crises is a major issue in all provinces of Pakistan , Khyber pukhtoonkhwa is also facing this problem like other provinces. Loadshedding of gas and electricity make miserable the life of people in Pakistan. Unemployment is a major cause of energy crises , people face many problems in their lives due to energy crises but still the problem is more miserable than last year.
