Your heading 4 is a main heading, but you have shortened it.
May be i am wrong, but your 3rd heading should be: different aspects of tourism in Pakistan
Opportunities due to tourism should be social, political economic, cultural, religious and others, which you have already mentioned in the 4th heading, albeit in a brief manner. Your challenges and recommendations are fine. One more thing we usually use small 'e'like e-visas, e-finance, etc.
