First be informed that i am not an expert and it is possible that my view may b wrong. I can give the following comments on your outline:
Only point 7 of your outline is relevant to the assigned topic. Can women b equal to men in pakistan? Yes or No. If Yes give your reasons. If No justify your argument. Though it is always better to give some background information, such info should never distract one from the main focus of the essay.

Dear this doesnt reflect your full approach to an essay
it just gives a generlized view on a topic which is not the expectation from a civil services candidate.....

so plz elaborate it with few premises

Dont be dis heart dear, u know what u have wrote in that essay but you outline is good, if u have mentioned social perspective, Islamic role models etc then i think its best outline, i am so impressed really

yar saddaqat baat ye hay kay insan ko realistic hona chaiay...truly speaking yar outline is not good yar...rather poor and remember u shoul address a question .and u shud be relevant to the point and say that yes woman can be equal or say no woman cannot be equal or first if u negate that it cannot be equal than u can give suugestios for their equality and discuss government efforts etc.likan yar baat ye hay kay ye mera naqis sa zehan keh raha hay....if luck favours u u can easily pass..better luck next time

ur outline is not relevant to the asked topic,u had to discuss ur opinion how women can or cannot be equal to men in pakistan,,and then prove it by references and evidences especially in context of pakistan,thanx, all the best

State of women in contrast with men in Pakistan

Women will never be equal to men in Pakistan

Causes that would hinder Gender Equality in Pakistan

Social Constrains:

a, Submissive Status of woman in Family institution
b, Status of woman at economic level
c, Religious elements
d, Freedom of limited rights

Possible Solutions:

a, Fundamental educational reforms for both men and women
b, Redefining the role of women in the family
c, Protection as well as freedom of women rights
d, Not more but equal opportunities for women as to men.

Conclusion
a, Women will never be equal to men in Pakistan
b, (Optimistic part) However the spirit of true democracy will one day allow women to walk side by side in Pakistan.
