-pakistan's no one problem (Its highly vague term showing poor writing expression, It seems you wanted to write about "negligence of Pakistanis about institutionalization in Pakistan')

-Menace of corruption (Itz the problem associated to poor accountability)

-To protect the rights of peopel and their welfare. (It is the function of accountability)

You should not discuss 2 different dimensions of the topic under one head.

-Function of watch dog commities. (Its how independent accountability commssion can be established)

-keep the system in check and balance. (Again its answre to how and the writing expression isnt effective)

-Punish those who are offenders and corrupt. (Its more like a comment than a heading for outline)

- un-checked and un-punished institutions (highly vague statement & rough use of vocabulary)
Spiderman & Faseeh to me even its not a good start because first you have to open the topic either by agreeing or disagreeing you cant directly plunge into the problems that we are facing due to the poor accountability system. Re-write essay outline with balance and coherence.

I have made some suggestions for the same essay you can check them out here http://www.cssforum.com.pk/css-past-...tml#post199281
