Between 70 and 90 percent women
in Pakistan face domestic violence

Women in Pakistan face abuse and violence at the hands of their male family members and the state due to societal norms, discriminatory laws, and weak law enforcement.

The Database Centre of Madadgaar Helpline for Children & Women (a project of Lawyers for Human Rights and Legal Aid – LHRLA) has reported that 4,548 women were subjected to domestic violence since January 2000 to August 2007 across Pakistan.

Forms of violence against women include rape, domestic violence, burning and murder, disfiguring by acid, ‘honour’ killings (that involves the murder of a female family member thought to have brought dishonour to her family), practices like vani and swara (where women are offered in marriage to the male relatives of victims killed by their own family members to settle a fued) and watta satta (the marriage of one brother and sister to another set of siblings).

According to the Human Rights Commission (2006) between 70 and 90 percent of the country’s women face domestic violence. Women do not report it fearing social stigma and police apathy. There is also no law to curb violence within homes as yet.

In November 2006, the national assembly passed the Women’s Protection Bill allowing rape to be prosecuted without obligation on the complainant to provide four male witnesses, as was mandatory under the Hudood Ordinance.

Women’s groups, however, say that the bill fails to address discriminatory provisions that criminalize sex outside marriage and recognise marital rape.

The federal government is attempting to legislate on domestic violence against women and children.
