Your outlines are excellent and cover almost all aspects of the topic. But they would be more effective if they covered the following headings as well:

1. poor quality of education
2. limited access to education
3. lack of belief in education
4. insufficient funds reserved for education
5. bad governance and corruption
6. lack of coordination among different layers of the education system
7. feudalism
8. mismanagement and lack of planning.
and so on...

the outlines would be yet more effective if you collectively criticized all the systems. in other words, the question does not require a separate critical analysis of each of the systems because there are many more systems than the ones you mentioned.

this is my point of view. i may be wrong.
