Use quotations only if they are relevant and that should ,better, be well knitted and connected with the preceding or following sentences.

You can write a quotation before the introduction. I also started my essay with a quote by quaid-e-Azam (on education) and related my introduction with that.

Does that mean that the outline ought to be written as rough work only or should it first be compiled in rough work and then be written in proper sequence on neat pages before the essay??? Also how much should the marker be used in writing the outline???? would it be proper to right the entire outline with a marker?? Thanks again

Its better compiling it on rough pages first and then to write on neat pages. Using a marker or not is your own choice but per my personal opinion excessive use of marker should be avoided.
