Use quotations only if they are relevant and that should ,better, be well knitted and connected with the preceding or following sentences.

You can write a quotation before the introduction. I also started my essay with a quote by quaid-e-Azam (on education) and related my introduction with that.

Seniors please check outline of my essay. i am doing it first time so please evaluate it so i can be able make it more better. i shall be thankful to you.


Energy Crises in Pakistan

Outline:
1. Meaning of energy crises
2. Historical prospective
3. Current situation of energy in Pakistan
4. Main causes
a) Under utilization of installed capacity
b) Political hurdles in development of dams
c) Lack of foreign exchange to purchase energy
d) Line losses
e) Lack of technical abilities
f) Poor usage by people
g) Poor management by government
h) Corruption
i) International pressures
j) Lack of political will to tackle this issue
5. Effect of energy crises
a) Unemployment
b) Poor crops
c) Decrease in exports
d) Increase in imports
e) Pressure on economy
f) Inflation
g) Destruction of local industry
h) Psychological effect on people
6. Solution of energy crises
a) Development of Kalabagh dam, Bhasha dam and Neelam Jehlam project on priority basis
b) Tax reforms to generate revenue
c) Thar coal project
d) Exploring new sources of energy (wind energy, sun energy, bio mass energy etc)
e) Developing peace pipe line on urgent basis
f) Ensure transparency in projects

Thank you very much for your help, but there is still one confusion, you said and I quote /Now, you have all possible points before you; you have to choose, compile and arrange your outline. That too, you should do on rough pages./ What exactly are you implying when you say /That too, you should do on rough pages./?? Does that mean that the outline ought to be written as rough work only or should it first be compiled in rough work and then be written in proper sequence on neat pages before the essay??? Also how much should the marker be used in writing the outline???? would it be proper to right the entire outline with a marker?? Thanks again

Its better compiling it on rough pages first and then to write on neat pages. Using a marker or not is your own choice but per my personal opinion excessive use of marker should be avoided.
