How to Structure an Essay

Lets say the topic is
Pakistan is rich in natural resources but very poor in their management.
Outline:1.Introduction
2.Overview of natural resources and mismanagement
3.Current scenario in Pakistan
4.Natural resources of Pakistan
Water
Natural gas
Oil
5.Related problems due to mismanagement and its:
Social effects
Economic effects
Political effects
Q1) For point 4 will I have to write a separate paragraph for the point Natural resources of Pakistan + 3 paragraphs for sub points or just 3 paragraphs for the points?
Q2) Please make thesis statement for this topic and Topic sentence for any one paragraph.
Q3) I have heard that body paragraph should support the thesis and each paragraph should show this relation.Is this correct?

In my view current scenario should be after natural resources of pakistan.
