Default spelling difference in UK and USA English!

There are many words having different spellings in UK and USA english. For example; Favour (UK) , Favor (USA); Labour (UK), labor (USA).........Which language is accepted as standard by FPSC: UK or USA ?

In Pakistan, UK is more preferable to USA's language, so use UK's language.
