Its a good attempt but many imp things are missing firstly u should start your essay by defining only Energy crisis then relate it with Pakistan . Other thing Energy crisis is common in pakistan but to write an essay on this is quite technical as majority people failed by writing on this topic.

Your outline is experiencing a deficiency syndrome regarding the current measures to tackle energy crisis and also the effort of big powers in south asian region to overcome energy demand and supply ratio .

Default Energy Crisis

One should be in touch with economic surveys available at ministries' sites. Like see the following link for survey on Energy:
http://www.finance.gov.pk/survey_1112.html

Here you may also find stats on Education, Public Debt and social indicators.

I will try to give an introduction to this topic.

Energy is the main driver of economic development. It can be seen from the fact that developed countries use much more energy as compared to the developing ones. Per capita energy use is some times also used as an indicator of economic development. Along with many other reasons, one main reason for third world countries' underdevelopment is lack of energy sources. This is evident from the current energy scenario in Pakistan, where demand for energy is much higher than its supply. The resulting gap has badly affected Pakistan's economic development. Although, energy crisis is not a new problem and also various reasons causing this problem are known to the policy makers. However, the current energy crisis suggests lack of proper response from authorities. Various reasons that experts suggest include, improper use and exploitation of our current natural resources, low maintenance of energy sources and conversion machinery, over reliance on natural gas reserves ............

I think it will help.
