Hazrat Umer declared that if a dog of hunger at the bank of Tigris in his reign, he would be answerable to God. He was neither a democratic nor dictator, it was an example of good governance. Good governance promotes national development, protects human security by maintaining law and orders situation, delivering justice, safeguarding the property rights of ordinary people and providing equal opportunities in economic activities. The ultimate test of good governance is the broad satisfactions and ownership by the people. Essentials of good governance are equal participation, institutional supremacy, accountability, rule of law, political stability, transparency, free media, promotion of national cohesion by socio- economic development.
Historical perspective of two centuries shows that countries with disciplined institutions have strengthened themselves effectively and maintained the law and order, equal economic opportunities, and transparency in their countries and reaped the benefits. But unfortunately Pakistan is not one of those countries who had witnessed the exemplary good governance. the crisis of in Pakistan is extensive to the extent that governance in Pakistan is almost in the state of collapse. As there is institutional imbalance, lack of accountability, political instability, rampant corruption, poor relation between center and provinces, and socio-economic crisis are rampant since independence. But it does not mean that there is no "Governance" at all! Unrestricted media, independent judiciary, population is mostly youngsters, silent features of civil society against undemocratic political parties, and military though not doing so fair but they are serving the national interest and initiatives are taken to tackle with the socio- economic problems are the bright side of good governance and other side of the coin.
Impact of crisis of governance has severe consequences and scattered national image has been globally affected, weak national institutions, lack of tolerance, hike in corruption, reluctance in paying tax, election rigging, economic weakness, no effective system of drafting legislation, persisting illiteracy and institutional erosion are few of them. But Pakistan can overcome on all these social, economic, and political evils through some efficient measures. For instance there must be balance among all institutions, good relations between center and provinces, economic policies must be revised, education of the masses, accountability in every department and representation of the people of grass root level. If we work on it we can easily take Pakistan out of this quagmire of crisis of governance.

Impact of crisis of governance is worst but with the help of some efficient steps she can easily overcome on such crisis and can come about as a remarkable country for her governance.

so much good and detailed outline. it is really appreciating and commendable.

one thing i have observed that too much lengthy outline cannot be covered within three hours as each and every point needs reasonable explanation. i am not a master of the subject but if i am going to write essay on the same topic,my outline will be a little brief but will include every important point.
