When the concept of a state came into being, man tried to learn the affairs of the state. In the beginning, he thought that the confusion and chaos in the state was the result destiny. But when the grip of religion on the state started to loosen, man realized that anarchy in the state was the consequence of bad management or bad governance, not destiny itself. Today, man has understood that only the good governance decides the fate of state. Therefore, if a state is to exist, it must adopt the concept of good governance.
Good governance, in the development literature, is described as the public institutions which conduct the public affairs and manage public resources in order to increase human development. According to the reports of World Bank (WB) and United Nations development Programme (UNDP) conducted in 1994, following are the parameters of good governance, namely; accountability, competence, openness, prosperity, participation, rule of law, responsibility, relationship between ruler and ruled and transparency.
But when the name of Pakistan comes, a good example of bad governance surfaces in the mind of public. Arbitrary policy making, unaccountable bureaucracy, unjust legal system, abuse of executive power, wide spread of corruption, no rule of law, irresponsible government, incompetent civil services, closed administration, lack of economic prosperity, restrained relation between rulers and ruled are the parameters of bad governance that writ large in Pakistan.
The causes of the bad governance in Pakistan are not so difficult to identify. These are political, administrative economic and social.
However, there is a light at the end of the tunnel. If the following suggestions are taken into account, the problem of bad governance in Pakistan will gradually defuse:
In conclusion, the concept of good governance is indispensable for a modern nation state. Pakistan, being a nation state, should adopt this concept on the war footings. In order to do this, the underlying causes of bad governance must be removed and the aforementioned suggestions should be introduced on the urgent basis. The good governance is the only panacea of the present chaos and confusion in the country. If the Pakistan is to survive and if Pakistan is to stand shoulder to shoulder with the comity of nations, it should implement the concept of good governance as soon as possible.


Although the essay is short, it has all the essence to expand, so I
deliberately precised it. The seniors as well as juniors are invited to assess the essay.
