The first question should be a bit lengthy and should comprise of at least 10 pages, but for remaining u can cover each ques in about 8 pages. Let me tell you one thing clearly, nobody reads your paper, the examiner just scans your paper intelligently and he is over confident in this manner that he can analyze the whole writing by just glancing at it, so the presentation matters a lot, and he is justified in doing so when he has to check about 50 papers on daily basis.

I cant believe this. 10 pages. Everyone is saying for writing to the point. and you have separate logic "To beat the bush". I think CSS is not the exam of writing speed. As far as examiner logic is concern, In CSS examiners take almost 8 to 10 months for 10,000-13000 candidates. But in some other exams 50,000 candidates result is prepared in 3 months.

A 6-page answer is always manageable and is quite enough to present your material in a concise and comprehensive way.
You can also shift the length of your answer depending on the material you have on a particular question, the order of attempting a particular question i-e first question may go for 8 pages while the last one may be of 4-page and also the availability of time.
