The following link contains quotes (with source) by the Quaid.

Now some points for the topic

1 - Political Future

I think the political/ideological future as envisioned by Quaid has been a source of controversy among scholars. However most of them are of the view that Quaid rejected the idea of a theocratic state and wanted (arguably) a secular one.

You can get some material regarding this discussion at the following links. I think, in the speech, a brief reference may be made to this 'controversy' but going into the details should be avoided.

Time now to recall Jinnah's warning to the Muslim World (Sharif ul Mujahid)

A reference to Stanley Wolpert's address at Agha Khan University can also be made

Quote:
To commemorate the 125th birth anniversary of the founder of the nation, Quaid-e-Azam Mohammad Ali Jinnah, AKU invited world-renowned historian Professor Stanley Wolpert from the University of California, Los Angeles, to speak on "Quaid-e-Azam Mohammad Ali Jinnah's Vision of Pakistan". The lecture was organised as part of the University policy of broadening the education of its students, faculty and staff, by giving them an opportunity to benefit from interaction with national and international distinguished speakers.
During his talk, Professor Wolpert highlighted the Quaid's leadership, quoting from his book the decisions Jinnah had taken at critical junctures in the history of the Muslims of South Asia. He illustrated to the audience the importance Jinnah placed on education, economic uplift and political training.
In a hall packed with people from all walks of life, Prof. Wolpert reaffirmed the Quaid's vision of Pakistan as a secular Muslim welfare state, and urged the people of Pakistan to work towards the realisation of this vision.

2 - Jinnah's Vision of Civil Services

You should not be influenced by any political pressure, by any political party or individual politician. If you want to raise the prestige and greatness of Pakistan, you must not fall a victim to any pressure but do your duty as servants to the people and the state, fearlessly and honestly. Service is the backbone of the state. Governments are formed, governments are defeated, Prime Ministers come and go, Ministers come and go, but you stay on, and therefore, there is a very great responsibility placed on your shoulders…Make the people feel that you are their servants and friends, maintain the highest standard of honour, integrity, justice and fair play. Work honestly and sincerely.
