This is circulating on WhatsApp. It fits with what the FPSC people have been saying when some people called them to enquire about the delay.

One notification, clearly mentioning the reason, is far better than telling different stories over phone to aspirants.

It is really frustrating that FPSC registrations are not open as yet. We are unable to focus on our studies because of this delay. Let's use the citizens portal to raise our voice against this unprecedented delay. Once so many complaints will start pouring in maybe the gov will take notice of the intensity of this delay.

I emailed FPSC few days ago but no response. No one attends call.
Really frustrated now

Calm down people, before 2014 the registration used to start on 1st Dec and the closing date used to be 31st Dec (Check out the 2013 and before threads). Carry on with your prep, if it is not announced till 1st Jan only then you should be worried.

These are unofficial hoaxes. Currently no such official statement has been made. But rumour is that Imran Khan Sahib wants to exterminate minority quota to provide merit. It will be good step if it is done with other proper procedure by introducing cluster groups. Because by vanishing merely quota, then many aspirants will be left hopelessly. Merit is not only by repudiating quota system. It will be only half merit and half prejudice system. By adopting cluster based exams then using open merit will be good choice.
I hope that this will be implemented in 2020. But the post you have uploaded is unofficial. It is not endorsed by FPSC categorically.
