The Supreme Court directed the FPSC in the last week of August to change the manner in which it allocated the women candidates in CSS. It ordered the FPSC secretary to implement the SC ruling within 15 days – by September 10, 2010.
The federal government had announced, on May 22, 2007, the reservation of a 10 per cent quota for women in all federal jobs. The quota was in addition to the posts they would secure on open merit.
The FPSC, however, denied seats to 13 successful women candidates from the Punjab in 2008. These candidates first moved the Lahore High Court and later the Supreme Court.
Nargis Shazia Chaudhry, one of the 13 petitioners, had requested the court to change the method of allocation. She had argued that first the general merit seats should be filled, on the basis of the provincial formula, and then the 10-percent women quota should be applied to the remaining women candidates.
She had also requested that the open-merit seats vacated by women, who moved to better groups under the quota, be filled by women only.
The FPSC criteria earlier allowed filling up the open-merit seats vacated by women by whoever happened to be next on the merit list. This, the petitioner argued, resulted in less women getting CSS allocations which was not declared policy.
After the SC ruling, an FPSC official said, a seat vacated by a woman can only be filled by another woman.
He said that Nargis, who would get a better group under the quota, would now be replaced by another woman. He said that the FPSC had submitted a review petition but it was unsuccessful.
In the wake of the verdict, he apprehended, several candidates allocated seats in 2008 would get affected as there would be no vacancies to adjust them. Keeping this in mind, he added, the FPSC had requested the Establishment Division to make room for the 14 male candidates by creating new vacancies.
Several probationers, who are currently completing their CTP at the CSA and may be affected by the SC ruling, told The Express Tribune that they would move the SC if they are not accommodated.
They held that next year they would no longer be eligible for taking the FPSC exam (on account of age restrictions) and after getting a year’s training it would be very hard for them to adjust in any profession other than civil service.
Of the 14 probationers, 12 belong to the Punjab and two to the Khyber-Pukhtunkhwa. There occupational groups are information, railways and postal services.

Dear as per my information dated 20 Sep 2010(Mon/today), no allocation list has been forwarded to Estab Divn, so far. FPSC is still working on CE-2009 allocations, it will take time.

Sir,
It is submitted that 10% women quota in public/civil services was promulgated by the Govt of Pakistan with the view to make women a part of public policy. It was started when the literacy rate of women was not so good. But the scenario is quite different now. In all universities there are 50-70% female students while rest of the 30-50% are the male.
Forgoing in view, it is requested to please abolish 10% women quota in public/civil services and turn all the vacancies to open merit.

The Establishment Division reported 289 fresh vacancies. After inclusion of 99 carried over vacancies, the total
vacancies increased to 388. Over and above 388 regular vacancies, eight fresh and one carried over vacancies are
reserved for Armed Forces Officers for Competitive Examination 2009. Calculations/distributions of these vacancies
on the basis of Merit, Provincial/Regional quota and 10% reserved for women quota, have been worked out. [B]These
have been forwarded to Establishment Division for confirmation/approval. On receipt of approval, these vacancies will
be announced in the press for information of the candidates.[/B] Subsequently allocations will be made on the basis of
their merit, domicile and preferences.

Dude i endorse your view fully. However, I dont think that anyone could do anything now. cuz if govt. tries to retract this back, all these women will make such unprecedented uproar. It is true for them that when i comes to take the privileges, they make an innocent face and try to carve our for themselves more than what they deserve. They do this on the plea of them being weaker gender and being unable to perform at par with stronger counter part.
However, when they realize that something is going in male's way due to their weakness, their attitude suddenly changes. The previously weak woman now start claiming that they can do everything equally good as man or sometimes even better. The receive all those relaxations and perks on the basis of this hypocritical attitude. :shy

Hello


Anybody, have you any clue about allocations announcement. Don't you think it is too much late, without notifying anything, as reason for delay. Does it not seem kind of unfair, rather humiliating to the waiting/suffering candidates.
One tends to think, this is the worth of our time in their eyes.

Or perhaps this is due to our unreal expectations!

what are other friends thinking about it, kindly share...:unsure:

Hi all,

Can some body explain to me in simple lay man's language that how this verdict of SC would affect on women quota as well as the allocation procedure??

I shall be highly obliged...
