First the open merit for all pakistan is to be filled. Only in that case, there is a possibility that a person (man orwoman) would fall in lower groups regardless of their higher merit nmbrs. For example, allocation of merit 38 in IRS on open merit pakistan allocation of merit 42 in DMG on punjab open merit seat. But consider the former as the topper of that particular group. So its an honor in itself. After utilizing the open merit pakistan, the provincial quota starts. Now the case u mentioned was that the woman in 50s merit nmbr would have been the first woman among all women who put PSP on a higher slot than any other women in betweenor after that. After utilizing the open merit provincial, the woman quota of that particular group would be filled by considering preferences. If a woman on 40 is getting IRS and not DMG on woman qouta then there are two ppssibilities either the women with higher merit nmbr than hers had DMG as their first preference and couldn't get allocated in open merit provincial seats or, that woman on 40 had IRS higher in her preferences.

you are 100 % right. First a women preference will be checked on women quota then on open merit.

PSP was her second preference. Her merit # was 64.

Avoid regular use of "Netspeak" or other "cute" grammar or spelling (For example: writing "R U a woman?" instead of "Are You a woman?").

though i wish good luck to all candidates from punjab...but i would like to ask as to whether or not a candidate at number 59 or 60 can obtain IRS Open merit seat....
