I am also interested to give css in 2014 but haven't selected my optional
subjects .. I am studying Business admin so kindly some one help me to select that... thanks

i myself feel an urge to go for Arabic and Psychology, but i have to retain my optionals.

take a start with english
learn writing skills (essay, precis, comprehension, short essay)
read good english, write good english
and get your written work checked for evaluation
read some good paper on daily basis
start a compulsory subject and cover it in 15 days!!!!

But bro i hve no background of law, i had anthropology, sociology nd journalism in graduation. . . . . .

On what bases yoù are sugesting intl.law. . . is it easy to cover and scoring more than i.r?

comparatively IL is more scoring than IR,
limited syllabus while IR is very diverse !
with this academic background, i am sure you can handle IL.
read IL book by Agarwala or S K kapoor
