One does not necessarily have to belong to any 'Corps' to impose martial law. Bhutto holds the 'honor' to be the first (and the only) civilian martial law administrator of Pakistan.

That's what I try to make people understand. Uniform or suit/shalwar-kameez does not make one a dictator/democrat respectively. Democracy is a culture and a mindset which unfortunately Pakistan has never seen in its true spirit.

Sorry for deviating from the topic of this thread.

I think they're the same. A martial law is "imposed" from the office of the chief martial law administrator. But I get your drift. Perhaps "declared martial law" would be a more accurate expression for what you wanted to convey!
