Rationalising CSS exams

I fully agree with his views that FPSC rules must be relaxed and the unfilled seats of Sindh should be allocated among the aggregate failures of the province. The FPSC is a symbol of national integrity. By providing equal opportunities to candidates of all the federating units and areas, it is mandated to promote national unity and solidarity. Unfortunately, the present rules of the FPSC for conducting CSS examinations belie the fact. More surprisingly, the present condition (in which a candidate is required to pass all individual subjects and secure an aggregate of 50 per cent, i.e. 600 marks), introduced by the FPSC in 1990 by amending the relevant rule. The rules were revised on the plea that the standard of education has improved in the country. Thus, the net beneficiaries of the FPSC’s new scheme are Punjab and the NWFP where the standard of education is much better. Candidates from these provinces not only get their allocated seats, but also of other provinces through carriedover vacancies.On the other hand, Sindh and Balochistan have been the worst victims of this awful policy because of the fact that their seats re main unfilled every year. To my dismay, let me inform you that around 80 seats of Sindh are lying vacant because the FPSC does not find suitable candidates. In the CSS examinations 2008, scores of candidates from Sindh could not secure the aggregate score. They were short of five 15 marks to qualify for viva voce. This calamity has created frustration and disappointment not only among aggrieved candidates, but also among prospective ones. Keeping in view the widespread regional disparity and uneven socio-economic development in the country, the FPSC needs to rationalise its existing rules and re lax the CSS examinations in order to ensure that people from downtrodden areas also find their way to enter into civil service. President Asif Ali Zardari, Primer Minister Yousuf Raza Gilani and Chief Justice Iftikhar Chaudhry are requested to look into the matter and provide justice and fair play to the aggregate failures of Sindh. Moreover, the President of is also solicited to direct the FPSC authorities to remove the present repugnant condition and retain the rule of CSS examinations in its original form. Suggestion
In reference to the preceding views, i would like to comment that although we have situation in sindh just because of lack of interest towards civil services & not due to the lacking in talent. Coz most of literate youth in sindh are attracted towards lucrative offers from pvt. companies, they don't even think about thier career in civil services of pakistan. It is just recommended from officials to develope interest of Youth specially from urban areas of sindh & not to allocate quota to someone else.

Eid Mubarak, I to some extent diagree with u my brother Hijrat. We the sindhis are too attracted towards civil service. There are hundreds of students preparing for css in Sindh. But the problem is students can not qualify. Why? There may be various reasons. Let suppose I agree with you that there are private companies in karachi. What about other Sindh? I think exam should be relaxed as quotas could be filled. And how can FPSC ca create interest? It is only allocating seats of Sindh among the aggragate failures of Sindh Zahid |

I would like to add here that initialy i also had this view that people from Sindh are not attracted towards Civil services and that is why Sindh had such Low passing ratio. However my own experience of CSS exam and interaction i had with candidates from sindh i found that its not lack of interest rather lack of proper educational base and guidance especially in rural areas......Otherwise they are as much enthusiastic about Civil Services as any candiadte from Punjab or NWFP.
I dont find any harm in FPSC allocating seats of Sindh among the aggragate failures of Sindh. Along with this proper steps and effort should also made to mitigate the reasons responsible for such low passing ratio in Sindh as well as Baluchistan. Regards |

Yes , its very true that the youth of Sindh is not very much into Civil Service as compared to Private firms is because of various reasons. one among them is dearth of guidance . i mean we don't have much awareness, regarding these competitive exams. Nor we have government owned tutorial academies. We have only one , that is Hyderabad, where the standard of teaching is not upto the mark, and this hampers the enthusiasm of the youth . Our primary education is ruined.You go to any public or private school. ask them only the part of speech , you will get very disappointing feedback .Standard Education plays a very important role in motivating our youth to come into civil services.thanks

I have following suggestions to fill the vacant seats:
1. Those candidates who cross the aggragate but fail in one paper should be allocated (precedents are available during Butto's and Zia's period).A large number of candidates secure more than 600+ marks/700+ marks in the css exam bt luck is not to their way and they fail in either of english papers.We (Sindhiz) dont face aggregate problem for the most of time. 2. reasonable leniency may be given to the candidates in english papers...(like the one given in CSS-2008).Many vacant seats shall be filled. 3.An Special Attempt may be conducted for those candidates who could not pass in their three attempts for one or the other reason. 4.Age relaxation may work in filling the vacant seats in the subject province(S)

It is, indeed, a just approach to allocate the aggregate failures against the vacant seats of provincial quota in Sindh. In principle, the allocation should be made because the law also justifies the matter clearly. In the long run, neither any other province will get seats nor will these will be shifted to the divisional pool because the seats are exclusively the right of the candidates from Sindh. What is stopping them from doing so? The need is to apply fully the allocation policy towards the Sindhi candidates in 2008. A candidate who qualifies in the 12 papers in the CSS, he has logically passed the examinations. Nevertheless, the rule of aggregate means cutting the extra number of passing candidates. Henceforth, in the Sindh province there is no extra pass candidates above 600. Therefore, the aggregate failures must be adjusted as soon as possible. I think it is not fair
is having a domicile of punjab a crime ? why should we suffer i am saying even after clearing the written exam we have to compete once again this time 669 students out of 900 students are from Punjab Believe me I never thought on the basis of Provincialism but I am very clear that this is unjust |

This translates to representation of different regions in the bureaucracy with respect to their population size. I think it further strengthens the provincial harmony. |
