Sindh Public Service Commission member, 2 others get four years for selling govt land

KARACHI - An anti-corruption court sentenced a Sindh Public Service Commission (SPSC) member and two others to four years in prison on Saturday on corruption charges. Judge Rashida Asad of the special anti-corruption court sentenced SPSC member Ramesh Udeshi as well as Rehana Minaj and Shahid Ahmed Khan to two years imprisonment in two separate offences.

The court also directed all the accused to pay Rs 50,000 each as fine, and failing to pay the same would result in additional six months in prison. Udeshi, who is also a former Sindh Land Utilisation Department member, was charged with allotting some 20 acres of State land to Minaj and Khan in 1994, and despite the fact that a ban exists on all such allotments, the land was sold at a throwaway price.

FIR No 27/2001 was registered under Sections 409, 420, 468 and 34 of the Pakistan Penal Code read with Section 5(2) of the Prevention of Corruption Act at the Anti-Corruption Establishment police station. In Saturday’s final arguments, the defence lawyers contended that the accused are innocent as all legal formalities were fulfilled before allotment of the land in question.

Thus, the allotment was made in accordance with the law, they said, and pleaded for acquittal of their clients. Public Prosecutor Arif Sitai argued that all the prosecution witnesses had fully implicated the accused persons and the documentary evidence provided by the prosecution had further strengthened the case. He concluded that the prosecution was successful in proving the charges against the accused beyond the shadow of a doubt.

He implored the court to convict the accused for the offences they were charged with.

Following the hearing, the judge ordered all accused people, who were present before the court on bail, to be sent to jail.

Seven DMG’s promoted to grade-21

LAHORE - The Punjab government promoted seven District Management Group (DMG) officers to grade 21 and transferred others on Monday. The notification promoted these officers include Home Department Secretary Shahid Khan, Finance Department Secretary Tariq Bajwa, Additional Secretary MPDD Rashida Malik, Population Department Secretary Javed Akhter, Higher Education Department Secretary Haseeb Athar, Cooperative Department Secretary Khalid Pervaiz and Board of Revenue Member (Judicial I) Abdul Rauf Khan.

The officers who have been transferred include Archives’ Secretary Naheed Rizvi has been appointed the Sustainable Walled City Director General vice Aurya Maqbool Jan who shall report to Services and General Administration Department (S&GAD). Officer on Special Duty (OSD) Shehnaz Nawaz has been appointed Archives’ Secretary.

Help! Our police needs help - Asad Badruddin

There he stands; his black uniform stretched across a protruding belly, he has a certain fondness for chai and ‘pieces of paper with pictures of the Quaid’. This is the image that comes to mind when one thinks of a Pakistani policeman.

In the pre-Musharraf era, crime was a major problem. Mustering the political will to clean up the police force was hard because the political elite found it useful to make alliances with certain police departments.

Two important things have changed since then. Firstly, another threat has emerged, the militant threat, which attacks not only the common man but also the political elite. The army cannot fight this threat alone especially in cities where this job falls to the police.

Secondly, the upper echelons of the judiciary are at their most independent since Pakistan’s history. This means that reformists have tremendous leverage because they already have a foundation to build on. Honest police officials know that if any political pressure is applied to them they can let the word slip to the media and have the higher judiciary protect them. And the fact is, if you want to improve the police force’s competency you have to get rid of all the worms, including those that use political influence.

The United States Institute of Peace (USIP) has recently published a report authored by Hassan Abbas on police reforms in Pakistan. Sadly, police reform does not get much attention in our country, partly because the media usually focuses on real time events as opposed to analysis of structural problems. Some of these problems are:

The image problem
Regular fitness checks (like those in the army) can help. I don’t want the police to become an army unit but I do want to see visual evidence of physical prowess.

Lack of coordination
Currently, there are 19 departments working under the federal government. Besides having a very complicated chain of command, there is almost zero coordination between them. In the past, intelligence agencies have tried to make the police release militants they have captured. The Police Service of Pakistan (PSP) which is hired through a separate process and has more flexibility in postings and transfers, breeds resentment because of its elitism.

Overworked and underpaid
An ordinary police officer works 16-18 hours a day which is bordering on inhumane. Last year, police in Quetta protested for a pay rise. Why does the police force of the largest, most insurgency-driven province in Pakistan feel its needs aren’t taken care of?

Technological disadvantages
Pakistan has five forensic labs in the whole country but more than 20 nuclear labs (does this represent misplaced priorities?). The USIP report quotes journalist Saleem Safi as saying,

“While there are around 170,000 police officials in Punjab, there are only 82,000 weapons and 5,000 bulletproof vests for the officers.”

There are very few terrorism and counterinsurgency experts in the force. Perhaps the US should help with technology transfer?

What else can be done
What we need is a witness protection program so people feel comfortable stepping forward and testifying when they witness a crime. I find it astounding that the Sipah-e-Sahaba militant Malik Ishaq, whose police charge sheet includes at least 70 murders, has never had a conviction that has stuck.

Secondly, the USIP report recommends removing the 2004 amendments to the Police Order Act 2002. This includes reintroducing oversight of the police by public representatives at various levels and streamlining the mechanism for registering complaints. These reforms were put in the initial law but were taken out to accommodate the PML-Q’s feudalism.

These reforms have nothing to do with idealistic change but are a pure survival strategy. The time for police reform is now. Never again will there be a greater opportunity to make changes to the current system because the police’s inefficiency is a threat to the political and defense establishment of Pakistan.

Honouring our heroes:
The story of the police is not just one of negativity. As the USIP report notes “courageous police officers like Malik Saad and Safwat Ghayur who sacrificed their lives while leading from the front have inspired many young police officers in Pakistan.”

Many have lost their lives protecting market places, security installations, processions and people. In fact, Adil Najam’s blog Pakistaniat named a Pakistani policeman ‘person of the year’ in 2009.

Cops have to wait for promotion

ISLAMABAD, Feb 13: The promotion board of the Establishment Division postponed its meeting for the fourth time since November, it has been learnt. The board meeting was to be held to promote BPS-17 and BPS-18 officers of Police Service of Pakistan (PSP) and District Management Group (DMG), sources told on Sunday.

The board holds its meeting once in a year to promote the BPS-17 and BPS-18 officers to the next grades of BPS-18 and BPS-19 respectively. But no such meeting could be held in 2010.

Earlier, the board meeting was scheduled to be held first in November, later in December and finally in January but all the meetings had to be delayed. Likewise the meeting scheduled to be held in February was again postponed.

The officers who were to be promoted in November 2010 are still working in BPS-17 and BPS-18, while their promotions were due four months ago.

As a result, the posts for the fresh PSPs and DMGs are not available. While a number of BPS-18 and BPS-19 posts are lying vacant in all the four provinces, federal capital, GB and AJK, as the grade 18 and 19 officers have already been promoted to the next grade.

The delay in the promotion board meeting has also given rise to the shoulder promotions to meet the requirement of the officers against the available vacant posts.

Some of the officers waiting for the promotion had been given shoulder promotions but the Supreme Court of Pakistan in a petition raised serious objections to the practice terming it illegal and violation of merit.

Secretary Establishment Division Abdul Rauf Chaudhry when contacted said that he was not aware of the delays in the board meetings as he had recently joined the Establishment Division however he promised to look into the matter.

KARACHI: An eight-member bench of the Supreme Court has upheld merit by giving instructions to the government to review re-employment of retired officers on contract basis at various top positions. This directive needs to be applauded.

The court observed that such appointments are tantamount to blocking the promotion of other officers waiting for their turns, and had been made, prima facie, in violation of the Civil Servants Act 1973, the Civil Establishment Code (Estacode) and various judgements of the Supreme Court on this subject. Although the rehiring of retired officers has not been ruled out in the Civil Servants Act 1973, which states that “a retired civil servant shall not be re-employed under the federal government, unless such re-employment is necessary in the public interest”, in most instances the prescribed procedure is not adhered to.

The Estacode states: “It has been noticed with concern that contract appointments were made in the past indiscriminately without proper examination of the need thereof and without ensuring observance of the principle of open merit, and equality of opportunity” and goes on to lay down detailed conditions and procedures in making such appointments. It is common knowledge that with every new government comes a barrage of new appointments, most made at the discretion of the chief executive, and sometimes in violation of established rules and procedures. The case of the present government is no different.

Unfortunately, the practice of re-hiring retired officers is not confined to the civil service only. Extension in service and appointments of retired personnel on an ad hoc basis are common in all institutions of the state. It is justifiable in some cases, but in most instances this is done to favour certain individuals or groups. This, in part, explains why the standard of various government services has fallen over the decades. And the message that this gives to young officers is that political contacts, rather than good performance, will determine who gets promoted and that if they do not pander to the whims of their political bosses, they will languish in insignificant positions.

Not only this, but when retired officers are rehired on contract, considerable resentment is created among junior officers. One hopes that the apex court will not only ensure that the government adheres to the law and principle of merit, but that it also implements these same principles while making appointments within the judiciary.

CSS exam age relaxation for CSS 2012 – by Shamoon Qureshi

This post is related to CSS candidates’ age relaxation and I would like to offer some recommendation based on comparative analysis of age limits in our neighboring countries which are also common wealth sovereign states that how they relax age to let competent people participate in the exam.

When Musharraf regime seized the power through military coup back in 1999, the best strategy for the regime was to control the government institutions and public offices effectively. Therefore, the concept of devolution of power to grass root level was revived and introduced with some changes in the departmental role of civil servants. Police Ordinance and DMG roles’ restructuring methods were made; this was only done to suite the vested interest of then regime. Tightening the age limit was also one of the tools which were applied to block the entry of competent persons through this perilous process of examination. The other ulterior motive was to allow contractual hiring of favorites on the key positions on the pretext of available less experienced and relatively young age for the required positions. As a result the retired servicemen regained the ‘lost paradise’ and clung to the position they had been retired from. It is really commendable that Supreme Court eventually took notice and null and void all contractual hired consequently paving the way for within department promotions.

On May 17, a senate standing committee had oragnized a debate on age relaxation in FPSC offered job (other than competitive exam, proceeding is available on the internet), the initiative was taken by Senator Haji Ghulam Ali. The proposal of age relaxation was unanimously accepted. It is beyond logic that why government is reluctant to take competent people onboard by just removing a restriction imposed by a dictator, even though candidates would secure their seats on competition basis. Why governemnt is not allowing them to take just exam and prove their competency? Age restriction was imposed on about a decade ago, since then education system have undergone a number of changes e.g. now universities are offering FOUR YEARS GRADUATION PROGRAM. To complete this education, one has to study four years, therefore, 28 years of age makes no sense. Secondly, after completion of education a number of candidates join private sector to eke out their living and to support their families. How is it possible for an average middle class to continue the studies without supporting his or her family? In 2008, SPSC has given 10 years of age relaxation to aspirant to appear in exam and prove their competency, as a result number of candidates appeared and only handful of ‘best of the best’ could make it. What’s a problem with CSS exam? However, there is a rumour that goverment would relax age by 5 years and education qualification would be 16 years but not cleared yet.

On 24, June 2010, Establishment division had issued an Office Memorandum (No: 9/2/91-R-5), as ‘Most Immediate’ was mentioned on it, regarding Clarification on general age relaxation of upper limit prescribed in recruitment rule. In this memorandum, the general age relaxation is given for five years to all posts except through CSS. No one could understand the reason or logic behind this decision. Why the whole government seems reluctant to let aspirant compete and take best of the best on board? The point#2 of this office memorandum is read as:

“2- In light of the recommendation of the Senate Standing Committee, the Ministries/Divisions/Departments are advised that hence-forth, the concession of 5 years general relaxation in upper age limit shall be clubbed with the maximum age limit of the post n their advertisments. In case usual upper age limit of posts in various Basic Pay Scales is as in column (2) below, the maximum age limit shall be as in column (4) below:”

It is quite ridiculous that, the BPS 17 person of ex-cadre is given 5 years age relaxation and age limit is already set 30 years but for the CSS exam, age is restricted to 28!

On July 1, 2010 Chairman FPSC has presented the annual report to the Honorable President Mr. Asif Ali Zardari and explained the dearth of competent candidates especially from Sindh (rural/urban). In order to retain and attract the smartest people in the civil services the president had ordered to give incentives to the bureaucrats and young civil servants in terms of constructing high rise buildings and increased pay packages. It is indeed a good move forward but the basic question remains unanswered that how would government attract ‘competent’ people for civil services? In 2008, the annual report was presented to the president highlighting some problems in which the prime one was ‘declining education standard’, the real road block for skiming out best of the best; in 2006, approx 82% and 68% were failed in Essay and English Precis Writing respectively. This percentage rose to 92% in English Precis Writing, quite pathetic. On the basis of such drastic and declining education standards, the recruitment system was gravely demanding improvement. Owing to this need, consultants were hired through word bank as stated in annual report 2008 which is as follows:

c) Improvement in CSS Recruitment System.
Consultants hired through World Bank have completed their study
on CSS recruitment system and after thorough analysis, FPSC’s
recommendations for improvements have been forwarded to the
Government. Modifications and changes in our present system are
essential in order to bring CSS recruitment system in line with modern
day requirements and practices.

Consultants’ fee was payed off from tax payers’ money yet we are unable to implement the changes suggested by them. We are so much radical and conservatives that we seem always in love with our old archaic practices. Why can’t we adapt to global changing patterns? I think that is why we are backwarded, war torn and extremism ridden society although we are a nuclear state. Simply, we don’t want to get change, we don’t want to mend our ways and don’t want to learn from the history.

India and Bangladesh have very flexible and relaxing age criteria for the prospective candidates of Civil services having graduation as academic qualification. India, Pakistan and Bangladesh have the same system of government as inherited from the British Raj. But how the others evolved their system to compete the modern challenges of globalization and how naïve are we to complicate the system to suite a regime’s vested interest. India and Bangladesh has age limit of between 21 to 30 but they facilitate to have maximum participation for it is the democratic right of every ‘capable and competent’ person to serve his or her country. Please see below the criteria of both neighboring countries; India and Bangladesh.

India:

i. A candidate must have attained 21 years and not be over 30 years on August 1 of the year of examination.
ii. The upper age limit is relaxed in specific cases as mentioned below:
a. upto a maximum of 5 years if the candidate belongs to SC/ST.
b. upto a maximum of 3 years if the candidate belongs to Other Backward Classes.
c. upto a maximum of 5 years if the candidate had been domiciled in Jammu & Kashmir during the period between January 1, 1980 and December 31, 1989.
d. upto a maximum of 3 years in the case of Defence Services personnel disabled during hostilities with foreign countries or in a disturbed area and consequently released.
e. upto a maximum of 5 years in the case of ex-servicemen including Commissioned Officers and ECOs / SSCOs who have rendered at least five years Military Service as on August 1 of the year of examination and have been released:
o on completion of assignment (including those whose assignment is due to be completed within one year from August 1 of the year of examination) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or
o on account of physical disability attributable to Military Service, or
o on invalidment.
f. upto a maximum of 5 years in the case of ECOs / SSCOs who have completed an initial period of assignment (5 years Military Service) as on August 1 of the year of examination and whose assignment has been extended beyond 5 years. Such candidates will have to provide a certificate from the Ministry of Defence stating that they can apply for civil employment and they will be released on a notice of 3 months, upon selection, from the date of receipt of offer of appointment.
g. upto a maximum of 10 years in the case of blind, deaf-mute and orthopaedically handicapped candidates.

Bangladesh:

• If not a child of a freedom fighter or a candidate for health cadre, the age should be between 21 to 30 years on the first day of advertisement year.
• If the candidate is a child of a freedom fighter or he/she is a candidate for health cadre, the age should be between 21 to 32 years on the first day of advertisement year.
• If the candidate is a scheduled tribal group member, the age should be between 21 to 32 years on the first day of advertisement year.

I would strongly suggest the government and policy makers to enhance the age limit to 35 years and qualification criteria to at least 16 years. Most of the universities are offering now four years graduation program i.e. candidates are getting 16 years of education as compared to previously 14 years of education.

This will help to cut down unnecessary training costs abroad for the people of this mature age would also bring some experience coupled with expertise with them to run the business of state effectively.

It is requested to Honorable President of Pakistan Mr. Asif Ali Zardari, Chief Justice of Pakistan Mr. Iftikhar Muhammad Chaudry and His Excellency Mr. Yousuf Raza Gilani to please look into this matter and do needful. Our President has claimed in his Birmingham speech that he is a common people’s president and vigilantly aware of peoples’ problems and issues.
Therefore, it is requested to Mr. President to specially look into this matter being the Awami Saddar.

لیو یز حکام نے ڈپٹی کمشنر کی رہائی کی تصدیق کرتے ہوئے وائس آف امریکہ کو بتایا کہ شوکت مرغزانی کوپانچ سرکاری محافظوں اور ایک سرکاری عہدیدار سمیت نامعلوم افراد نے 31جنوری کو ضلع بولان کے علاقے آب گُم سے اغواء کیا تھا۔ اس دوران اغوا کاروں اور پولیس کے درمیان جھڑپ میں ایک انسپکٹر سمیت چھ افراد ہلاک اور دو زخمی ہو گئے تھے۔

اغواء کی ذمہ داری ایک کالعدم بلوچ عسکری تنظیم نے قبول کی تھی۔ مغوی کمشنر کی بازیابی کے لیے ناصرف
سکیورٹی فورسز علاقے میں کارروائی کر رہی تھیں بلکہ قبائلی عمائد ین کے ذریعے بھی اغوا کاروں سے رابطے کیے جارہے تھے۔ ان ہی رابطوں کے بعد اغوا کاروں نے کمشنر کے محافظوں اورسرکاری افسر کواغواء کے ایک ہفتے بعدرہا کر دیا تھا۔

رواں سال کے آغاز سے بلوچستان میں علیحدگی پسند بلوچ عسکریت پسندوں کے حملوں میں غیر معمولی تیزی آئی ہے اورصوبے میں سکیورٹی اداروں کے اہم افسران کو ہدف بنانے کی کوشش کی جاتی رہی ہے۔
بلوچستان کے چیف سیکرٹری ، انسپکٹر جنرل پولیس، سیکرٹری داخلہ اور کمانڈنٹ بلوچستان کانسٹیبلری سمیت دیگر اعلیٰ پولیس افسر ان کی گاڑیوں کے قافلے پر بھی ضلع بولان کے علاقے میں راکٹوں اور خودکارہتھیاروں سے حملہ کیا گیا ۔

قافلے میں شامل تمام افراد اس حملے میں محفوظ رہے۔ یہ افسران اغواکیے جانے والے ڈپٹی کمشنر کی بازیابی کے لیے کی جانے والی کارروائیوں کا جائزہ لینے کے بعد واپس کوئٹہ آرہے تھے۔ اس حملے کا دعویٰ بھی ایک کالعد م بلوچ عسکر ی تنظیم نے کیا ہے جو اس سے پہلے بھی ایسی کارروائیوں کی ذمہ داری قبول کر تی رہی ہے ۔

PM makes 11 new Secretaries; Approves 15 promotions in grade 20, 21

ISLAMABAD: Besides approving Central Selection Board (CSB) recommended 15 promotions in grade 20 and 21 Prime Minister Yousuf Raza Gilani on Thursday promoted 11 bureaucrats to 22, highest scale in bureaucracy.

According to officials, the Prime Minister promoted bureaucrats to the Federal Secretary level in grade 22 at the head of High Powered Selection Board under the rules recently framed in light of apex court’s directions in this regard.

Premier Service of District Management Group (DMG) got its highest number of officers’ promoted to the level of Federal Secretary while the Foreign Service position was dominant in promotions from grade 19 to 20 the Prime Minister approved on Thursday.

The High Powered Selection Board headed by the Prime Minister in its meeting on Thursday approved the names for promotion to the post of Secretary (BPS-22) and equivalent, from regularly constituted Occupational Groups/ Services including Miangul Akbar Zeb (Foreign Service Group), Aneece Marghoob (Pakistan Audit & Accounts Service), Iftikhar Ahmed (Police Service of Pakistan), Farid Ullah Khan (DMG), Muhammad Javed Iqbal Awan (DMG), Shafqat Hussain Naghmi (DMG), Mohammad Ayub Qazi (DMG), Habib Ullah Khan Khattak (DMG), Attaullah Khan Maj (Retd.) (DMG), Khalid Sultan Capt. (DMG), and Jaweed Akhar (Secretariat Group)

Meanwhile the promotions recommended by the Central Selection Board headed by the Chairman of Federal Public Service Commission (FPSC) that the Prime Minister approved included Fida Hussain, (Military Land & Cantonment) Group form BS-20 to BS-21, Arif Mahmood, (Pakistan Meteorological Department) from BS-20 to BS-21.

Similarly the Prime Minister also approved promotions of the lucky ones from grade 19 to grade 20 included that of Mir Badsha, Syed Hassan Raza, Ehsan Ullah Bath, Saeed Khan Mohmand, Zaheer Pervez Khan, Sahibzada Ahmed Khan, Mazhar Javed, and Khayyam Akbar belonging to Foreign Service Group.

Likewise, promotions of Sardar Ahmed Sheikh (Railway Group), Hamid Haroon, Muhammad Younis Khan, Sheikh Shahid Bashir, and Dr. Masud Akhtar Ch of Military Land & Cantonment Group also got approval of the Prime Minister.

Haj scandal, Gilani son figure again as FPSC man gets bail

LAHORE – Lahore High Court Chief Justice Ijaz Ahmad Chaudhry on Thursday granted protective bail till February 24 to Member Federal Public Service Commission Naguibullah Malik in a case registered against him on the allegation that he gave job on fake law degree to Zain Iftikhar Sukhera, a close friend of Premier Yousaf Raza Gilani’s son Abdul Qadir Gilani.

Abdul Qadir Gilani, it may be recalled here, is allegedly involved in the Haj scam. The court also directed the petitioner to submit surety bond to the tune of Rs100,000 and also approach the High Court concerned.

Naguib submitted through his plea that a case under section 419,420,468, 471 and 109 was registered, on February 15, by FIA, against Zain Iftikhar Sukhera on the allegations that he was employed as consultant in ministry of Information and Technology on a fake LLB degree.

Naguib submitted that he was also roped in, in the appointment scam, alleging that he processed and forwarded the summary to the competent authority for appointment in violation of the rules and regulations.

He contended that allegations levelled against him were incorrect as there was no evidence showing any kind of association with the accused. Malik submitted that he was innocent and involved in case for ulterior motives.
He pleaded the court to grant protective bail as he wanted to appear before the court but FIA might arrest him before that.

Dr Lal Baha was beacon of light for KP women

PESHAWAR: Prof Dr Lal Baha Ali was an embodiment of courage, strength and hard work for millions of Pakhtun women denied education due to cultural barriers across the Khyber Pakhtunkhwa.

The courageous woman, in her mid 70s, died last week and was laid to rest in her ancestral village Tordher in Swabi district on Saturday. In addition to fighting the social and cultural norms since the 1950s, Dr Lal Baha as a noted educationist had scores of achievements to her credit.

She was the first Pakhtun woman to complete her PhD and that too from United Kingdom (UK) even though she was born and brought up in a conservative Pakhtun family. The academician served as the first woman chairperson of the History Department and was later appointed the first female Dean of the Faculty of Arts, University of Peshawar (UoP). She was also the first female acting vice chancellor of the university for a brief period.

Dr Lal Baha was the first head of the women section of the Islamic University, Islamabad and later became the member of the Federal Public Service Commission for a two-year term in 2000-2002.

She authored a number of books and contributed to research as she had published 42 research papers in national and international journals. Her passion for research took her to the USA, UK, Italy, Saudi Arabia, Egypt, Afghanistan and Jordan.

“My father, a government servant, enrolled me and my sisters in a local school where we studied till lower middle. At that time there was no concept of higher education among the girls but when he was transferred to Peshawar, I insisted on attending high school and after some resistance I was allowed. After passing the high school I requested my father to grant me permission to seek admission to Frontier College for Women that he rejected,” Dr Lal Baha once told this scribe.

However, with the help of one of her father’s friends, she was later allowed to join the college long after the commencement of the session. She graduated from the lone woman college in Peshawar at the time, headed by the renowned educationist and linguist Miss Harbottle who later became the chairperson of the English Department at UoP. After doing Bachelor of Arts, she wanted to do masters from the University of Peshawar but there seemed no way that the family would let her do it as she narrated once.

“I again turned to my father’s friend for help. My family allowed me to join the university under the condition that I would wear a burqa and join any other department except English since it was considered to be the most modern and westernised. So I opted for history,” Dr Baha told this scribe a couple of years back.

When Dr Lal Baha got enrolled at the History Department, there were 12 girls in the class. There was a partition between the male and female section and girls normally used to wear burqas. During the two-year study, majority of girl students left their studies incomplete and only a few graduated.

After obtaining her MA degree in 1962, Dr Lal Baha was offered a job in the History Department that she accepted without asking or telling her father, who was posted then in Dera Ismail Khan.

Soon after she joined the department as lecturer, the Vice Chancellor of the university, Dr Mohammad Ali announced to send 30 newly recruited lecturers abroad for their doctorates on scholarship. Despite knowing that it would anger her family members, she submitted an application and was selected.

She left her home in burqa and landed in a totally different world. On return, she rejoined the Department of History and became its chairperson in 1981 and then served as the Dean of Faculty of Arts from 1990 to 1993.

The educationist served as a visiting professor of the Quaid-e-Azam Chair in University of Amman in Jordan between 1986 and 1990 and as the Director of Centre of Excellence for Women Studies from 1992 to 1994.

Dr Lal Baha was staunch advocate of women education and wanted girls schools to be established in every village and for more women colleges and universities to be set up. She felt girls’ education would improve only when they would have easy access to educational institutions.
