Question Can a candidate whose speech is not without impediment appear in CSS?
one of my friends . mr taimoor ,has the problem of stammering. his speech is not without impediment can he desire of css

Your friend can join Civil Services but he can only be appointed among few occupational groups excluding Police, Foriegn Service, Custom and etc...
