Frankenstein of css will become famous soon enough
Default that is how i would done it

Sir command task is usually given to a group
First of all assign responsibility to various members of your group
Now analyze what options remains with you
Your first priority is to save the innocent lives
Negotiate with terrorist
Analyze their weakness and your strong points
Prolong the negotiations as long as you can in order to rattle them.
Make three rescue plans
Critically analyze all options how successful a rapid commando action could be. However don’t risk more human life if situation seems desperate
Always establish good rapport with the media Establish your moral ground and show the cruelty of kidnappers
Try to boast the morale of kidnapped they should know that the government is behind them
Try to put sanity into the heads of kidnappers if they succumb and put forward some logical demands then forward the outcome of the negotiations to a higher authority
Try to be rendezvous with a senior there should be no communication gap between us and the highest tier
Follow the orders from the superior you can show your difference of opinion latter
Don’t follow any command which is against the law of the land, just deliver your incapacity to follow an illegal command and leave from the scene without making any fuss. Don’t jeopardize the rescue.
Remain calm and patient throughout the whole exercise Show you have nerves of steel
