Can a Candidate hankering to have an experience as appearing in CSS 2007 with Bipolar Depression be successful by all means whether seraphic in exam or Css rules and regulations set forth hereof ?

Dear, this sounds like if somebody is not under psychological depression so you are inviting to come under depression. Well i believe that we just need to work hard, then we have to try our luck and left the result to God the great.
