Would it be okay if one gives their own solutions immediately after announcing the problem, ask for suggestions from the group and then give the final strategy to conclude? or is it necessary to ask the group for suggestions first?

In command task, You are expected to describe the problem/situation to all the group members and ask for suggestions, you can make the decision mainly based upon your own observations and conclusions but taking input from others and making it a part of your final verdict is always a better approach as you are most probably chairing a meeting. If you coin your conclusion ahead of discussion it gives a dictatorial impression and is against the standards of professional meetings.
