Get,
Microeconomics and Macroeconomics books by Mankiw for Paper I
Economic Development by Todaro & Smith for Paper II
Economy of Pakistan by Saeed for Paper II
And keep reading Sakib Sherani & Khurram Hussain in Dawn, and Dr Muhammad Yaqub in The News if you can't read EBR by Dawn on a regular basis.

PS: You don't have to stick to the syllabus book and there is no reason to assume that the paper-setters would. It is just an indicative list and has some preposterous suggestions such as Population Problems by Thompson & Lewis and the Government Finance book. Though you can definitely savour the luxury of reading such books once you've mastered the basic Micro, Macro, and Development economics.

Don't waste your time reading them even if you get them for free. Focus on attempting CSS past papers once you have prepared the basics. No use reading completely irrelevant stuff. Once you have cleared the CSS exam, insha Allaah, you can read any book you like!
