what is meant by strategic metals????

Which are essential element of modern technology but not available easily in the world...Not so abundant...e.g Rare earth metals, Titanium, Tungsten, Mercury, Gallium etc.

Uranium is not "very essential" element...Titanium is very useful as compared to Uranium...It can be used in technology "safely" as well...Just a guess
